Hagar International is a Swiss-based development agency that is committed to individualized and long-term assistance to its beneficiaries, advocating the strategic use of the social enterprise model as a tool for social rehabilitation and economic empowerment. Hagar works with women and children from devastating backgrounds of violence, abuse and trafficking and supports them in their recovery, rehabilitation, job readiness and ultimately community reintegration.

Hagar International originated in Cambodia where it has been running social programs and social enterprises since 1994. In Cambodia, approximately 80% of our beneficiaries have been successfully reintegrated into the community (Hagar Cambodia data, 2007).

Beyond Cambodia
In light of its achievements, Hagar International is poised to launch its replication project. In stages, Hagar International will implement its model of social programs complemented by commercially viable business activities in five targeted countries namely Afghanistan, India, Lao, Nepal and Vietnam. Hagar International will introduce the innovative holistic 4R model as a working framework for NGOs and local government to increase / create capacity in providing recovery, rehabilitation, community reintegration, and job readiness programming.

In 2008, the first country of operations outside Cambodia was established in Kabul, Afghanistan.

Hagar Afghanistan is fully registered with the authorities, and as of 1 July 2008, officially moved into its offices.

The Country representative, Mr Phil Sparrow, an Australian national, has five years’ experience living and working in Afghanistan , and is fluent in Dari (one of the official languages). Phil is trained in social work and has a Masters degree in International Development.

India Hagar International has commenced its capacity building program in Mumbai for the social work teams within its partner organizations, IJM and Oasis. In July 2008, training and consultation was provided on soft skills development, job readiness, psychosocial assessment, and job readiness assessment.
